UPHALL PLAYGROUP AGM

 

Thursday 16th June 2016

 

19.00hrs

 

Uphall Community Centre

 

1. APOLOGIES: Amanda Cunningham (Treasurer) PRESENT: Claire Welsh (Playgroup Manager) Julie McGinlay (Playgroup Leader) Audrey McBrearty (Chairperson), Sandy Crawford, Hania Buchanan, Laura Dunlop, Kerry Thomson, Chloe Taylor.

 

2. CHAIRPERSON OVERVIEW: Claire welcomed and thanked everyone for coming. Claire ran through the current committee and identified and discussed new treasurer and nominations for new committee members. Claire also thanked Audrey for all her help and support to the playgroup over the year. Audrey stated she was delighted and happy with the way everything is ran and had no issues or concerns to report. It was discussed due to the poor turnout of parents/carers that feedback is require about arranging more suitable times/dates for any future meetings.

 

3. FINANCE REPORT: The playgroup accounts are currently being audited . Claire stated the playgroup is largely dependent on the grants received by West Lothian Council and hopefully this will continue. There was a reduction in the amount recieved from the council reinforcing the importance of fundraising. A fundraising committee would be useful going forward as fundraisers are essential to cover the costs of insurance/toys/equipment and wages. It was agreed that the costs per session would be increased from August 2016 from £5.00 to £6.00. It was felt that this is reasonable in comparison to other groups etc. The increase would come into effect in August 2016.

 

4. PLAY LEADERS REPORT: The play readers report was given by Claire. Over the year we had three students within the playgroup. One of the students studying her HND had the task of introducing something new and implementing change. Outdoor play was her main focus and extended our heuristic play which is very much part of our playgroup. Lots of natural materials indoor and outdoor were introduced and completely child led. The children have loved getting mucky and wet and waterproofs are now provided at playgroup although suitable clothing should sill be worn. In the new term we will be looking to extending this to woodland walks/nature trails as often possible and other play choices will be discussed with the children. The topic of Dinosaur Land was very popular and chosen by the children, this was extended as this provided real source of enjoyment,playing,learning and experimenting for all. Claire also noted that the Almond Farm Pass is still available and can be used by any of the families at any time and is free. A survey was also sent via email to all leavers and all feedback was 100% positive. Claire and Julie stated that they both would like to hear any suggestions for going forward and making the playgroup even better.

 

5. COMMITEE RE-ELECT: New Secretary is Hania Buchanan and New Treasurer is Laura Dunlop.

 

6. SUGGESTIONS FOR NEW TERM: Parent all get that the children have love the playgroup and it offers fantastic experiences and opportunities. It was suggested that as children learn so much through their tactile senses that messy play type sessions will be sourced for parents and children to attend and more information will be given soon. We will continue to accept fruit donations for our healthy start fruit bowl for the children coming into their session. We will also continue working with Tesco which is a scheme that send out its unsold food to local charities rather than be wasted. This has worked so well and the children are benefiting from tasting and experimenting with food.

 

7. DATE OF NEXT MEETING: It was agreed that date would be decided and confirmed after feedback from parents about most suitable times and dates. The 2017 AGM will be on Thursday 15th June at 7pm.

Uphall Playgroup AGM

1. Apologies: Audrey Mcbrearty

Present: Claire Welsh (Playgroup Manager), Julie McGinlay (Playgroup leader), Jackie Walsh (Treasurer), Amy Philip, Bryan Haskell , Sarah Hall, Liz McWilliams, Fiona Gardner, Stephen Bruce, Amanda Cunningham, Jenna Dick

 

2. Chairperson overview and staff bonus: (Due to illness Claire stepped in to provide the overview)

Claire welcomed and thanked everyone for coming. She then ran through the current committee for the benefit of the new parents:-

Claire - playgroup manager for 8 years, Julie - Play leader for nearly a year, Gemma - Supply staff, usually in 2 days a week, Audrey - chairperson, Jackie - Treasurer, Claire - Secretary

 

(As a note Audrey became Chairperson at the last meeting. She works for the community centre and is familiar with the running of the Playgroup, she was happy to continue in this role indefinitely.

A Chairperson is required to operate the Playgroup and it has been difficult with the constant change of parents to have this in place. Audrey offered the chance of continuity)

Claire Cruikshank - Secretary, her son has since left the playgroup so it was discussed and agreed it would be more appropriate to have a parent who currently had a child at the group as secretary

 

The bonuses for the staff were discussed in their absence, and it was agreed by all present that the £150 bonus that had been set up last year, be continued this year as once again the bonus criteria had been met. That being:

- A good care inspectorate report

- Positive parental feedback

- Positive staff in appraisal outcome

- Money in the bank to cover bonus payments

- The committee will continue to vote on staff bonus twice a year, once at the AGM and the other at the

Christmas Meeting

- Is was agreed that the payment of the bonus could be in the form of cash or gift vouchers

 

3. Finance Report

The Playgroup accounts have just been audited and all was ok. Claire stated the Playgroup is largely dependent on the grants received by West Lothian Council, this year totaling almost £6000 and hopefully this will continue, but fundraising was essential.

As a whole the payment of fees was generally ok, but here had been 2 children who had left this year without paying full fees.

Bacs payments were seen to be becoming more popular and preferred by the Playgroup staff as it eliminated cash handling, but they conceded that cash was the preferred method by some.

 

Childcare vouchers were also discussed, as yet there had not been much interest shown. The setting up of the voucher accounts is free and Claire said she could perhaps do this over the summer.

 

West Lothian Council have agreed to continue the partnership offer to 'eligible 2 year olds'. There is currently 1 child qualifying at present. There is sufficient capacity in West Lothian for all 3 year olds but the Government are looking to increase the funded hours so this may change in the future.

 

Fundraising was raised and suggestions asked. Julie put forward a Race night. This had proved successful in the past and worth revisiting. A car wash was also mentioned but this hadn't been as lucrative. It was agreed a Race night is to be explored firstly. Julie is to check dates and availability at Uphall Bowling club

 

4. Playleaders Report

The Playleaders report was given by Claire

Claire began by saying since joining last year, Julie had been a real asset to the group, she was great with the kids and the children loved her. She had supported Claire through her studies and singing and playing were now very much part of her repertoire. Her role was now well established within the group.

 

Gemma was brought in to assist with a child with special needs (who had since moved on from the Playgroup). It was found that an a occasional third person was useful to free Claire up to do paperwork. If finances allowed Claire would like to continue on this basis but with a part time member of staff rather than supply staff.

 

Claire noted that the Playgroup was presently full. There are 5 new starts after the holidays and if this reached 9, afternoon sessions would be considered. 64 children had been catered for this year.

 

This term the topics had been child led, so they may have appeared pretty disjointed. Holidays were a favourite, and camping was on the agenda this week. She explained that there had been no junk modeling due to a child having a severe peanut allegery. This will be reintroduced and staff were keen for ideas. Dinosaurs came up

 

The Care Inspectorate had visited in the past year and the Playgroup had upgraded their rating from the last time to very good. She had been impressed with the children and the supportive independence shown. The staff were very happy with this and feel the playgroup is going really well. Parents seem happy with the service and thanks were expressed.

 

Claire noted that there was an Almond Farm pass had been renewed and that it could be used by any of the families at any time it was free

5. Committee Stand Down

Jackie will remain in place until the end of September and Claire asked for a volunteer to assist Jackie with the treasurer duties with the aim of taking the role on at this time. Amanda stated she may be interested, and she would let Claire know

 

It was decided to stand Claire down as Secretary and have a new parent in place

 

6. Election of a New Committee

- Secretary - Fiona Gardner, 2nd Jackie Walsh

 

7. Suggestions for the New Term

There was a discussion on the welcoming back of the current children, and welcoming the new starts, the proposals for asking what was done over the summer. Parents suggestions - more gardening, a favourite of last term with the children. Parents happy to accept mud covered children. No aprons required. It was felt the topics explored were varied and enjoyable

 

8. AOB

Notification

Discussion on notification of events and whether present system was adequate, text messaging suggested but phone on pay as you go so not financially viable. Group email another suggestion

Parents evening

Parents asked if this was something they would like. Discussion had that it would be easier for leaders to select a date / time and then have parents book themselves into a suitable time slot if they so wish.

600 hours of pre-school provision

If the following applies to your family, West Lothian Council could pay for your child's place at Uphall Playgroup.

 

Two-year-old children whose parents are not in work and in receipt of certain benefits are entitled to up to 600 hours of free early learning and childcare during the year before they start nursery.

Two-year-olds with kinship carers or parent-appointed guardians are also eligible, regardless of the family income.

Children are eligible for up to 600 hours of pre-school provision from the start of the first term after their 2nd birthday, where the parent or carer is in receipt of

• Income Support

• Job Seekers Allowance (income based)

• Employment Support Allowance (income based)

• Incapacity Benefit / Severe Disablement Allowance or

• Pension Credit

 

In 2015/6 the scheme is planned to expand to children in families with other benefits or low income.

Uphall Playgroup AGM

1. Apologies – Kate Monks, Rhona Borthwick

Present – Linda Moir (Chairperson), Louise Brown (treasurer), Laura Ross (playleader), Claire Welsh ( Manager), Anne Chalal, Lisa Stott, Julie Davidson, Lee Souter, Molly Condy, Claire Cruikshank, Stephanie Milne, Lee Gibson, Helen Tennant.

2. Chairpersons overview and staff bonus.

Linda welcomed everyone and remarked on how quickly her time as chairperson had been. Since becoming Chair, Linda had shared responsibility with Louise and commented that as a community group each family needs to share the responsibility of sustaining the playgroup for the future. Families could do this by attending more meetings which have had a low turnout. That said the group is going from strength to strength.

A proposal was put forward that the staff should receive a bonus payment of £150 each as all bonus criteria was met.

- A good care inspectorate report

- Positive parental feedback

- Positive staff appraisal outcome

- Money in the bank to cover bonus payment.

- The committee will continue to vote on staff bonus twice yearly at the AGM and at the Christmas Meeting

- Payment will be in the form of gift vouchers

3. Finance Report

Louise shared with the group that currently the playgroup has a balance of about £6500. The majority of fees are being paid on time and in full. The books will be audited in the near future once a local accountant has been contacted.

4. Playleaders Report

The playleaders report was given by Laura Ross.

Laura thanked all the members of the committee over the last year: Kiera, Lisa, Alison, John, Andrea, Linda, Gail and Louise. Also thanking all the parents who have helped out on duties, fundraising, attending meetings and generally supporting the group. Without these people the group would not be as strong as it is.

The group has been well attended with over 60 families using the service of the last year. The group has been full to capacity with a waiting list of children due to start in August. There are only a couple of spaces available in August, so if any of the current families wish to have an extra day please contact a playleader ASAP.

The year the emphases has been on the children being responsible for their own learning. The group has asked the children to plan activities which has led to the pirate/ explorers theme and the pirates on gala day.

The mill farm pass has been well used and we are looking to either renew of obtain a pass for a different setting. If anyone has a preference/ ideas speak to the playleaders.

Students – 4 students over the year from INT 2 to HND the children have enjoyed having students on placement. We will continue to work with the college in offering placement for suitable candidates.

Fundraising – this year the fundraising has consisted of a Xmas raffle, tempest photos, easter egg hunt and the car wash we have also received grants from

 

5. Committee Stand Down – the committee all stood down and were thanked for the work they have done for the group.

6. Election of a New Committee

7. Suggestions for the New Term – raise funds through the selling of photo DVD’s. Bugs and beasts topic. New questionnaires

8. AOB – discussion over funding for 3yr old who haven’t got a nursery place and eligible 2 yr old raised by Linda. Claire explained how the group is trying to access funding from the local authority and the important of this to the groups sustainability. This will be a priority area for the coming year.

Almond Valley Family Pass

The playgroup has a pass around pass for Almond Valley Heritage Centre, or Mill Farm as it is also known as, available for any family with a child registered at the playgroup.

The pass admits 2 adults and up to 4 children for free entry at any time to the centre.

If you would like to use the pass please ask the playleaders about availability.
